You describe a video crash,so it is probably your gpu.I'd try removing the drivers via uninstall and driver sweeper and then trying the card.If this doesn't work then you will probably have to RMA your gpu,since the 8800gt works fine.

Make use of dual boot.Make a game-only disk partition and install just windows and games on it.This way you will have the least amount of useless background apps eating up clock cycles and memory.

The gtx 460 is even worse than a normal gtx 460 768mb.Just look at this chart.The 5850 is the best out of all while the SE is barely better than the 5750!
Another good option,although a bit more expensive,is the 5850 xtreme.
It is worth saving up fo imo considering that it outperforms the gtx 460 1gb and supports dx11.
A 650w corsair tx or hx would be sufficient,even if you go sli.Furthermore,the 6870 would be a better buy in my opinion, as it is faster and similarly priced.
