I had a similar issue with my MSI 1070 so I ended up returning and buying a Galax GTX 1080 HOF. Glad I did this card is a solid performer and highly overclockable.

Cant say for sure its the PSU. Sometimes coil whine can occur with certain hardware combos. I think if you can test with ANY other PSU 650+ watts might be a good idea for troubleshooting. Maybe , try the card in another system to see if the coil whine shows up.

Vsync reduces FPS so yes resolved but performance capped.

It says delivery 20-34 days. If its a fake make a claim and get your money back AND keep the card potentially. You wont know until your get the card so inspect it carefully after opening.

Agree with most of the comments above dont flash the card BIOS unless you are directed by Galaxr to do so. Im pretty sure Galax should supply you with the correct BIOS for your card if needed. You can brick your card IF the BIOS flash is not done correctly or not the actual BIOs from Galax.

Prices have come down considerably. You have to look to finds the deals. I found some good GTX 1060 and GTX 1070 TI deals and not price gouging.

The rule of thumb when repasting is a dab slightly larger than a grain of rice. You dont need much to provide the contact you need. A simple way to spread the paste is with the end of a business card or a thin piece of cardboard. If you put too much then temps can increase.
