Friend's computer won't boot

I have replugged everything back into place. The main problem now is that when i try to turn on the computer, the case lights up + PSU lights up + CPU fan turns on, HOWEVER after 1 sec of it being on, the case/mobo makes a very high pitched sound. The sound is not the typical sound that you get when the pc boots up. After it turns on for 1 second, it continues to turn on and off.

So my friend just bought a new heatsink for his computer and when he finished installing it he tried to turn on the computer but it would boot then turn off. I think that it would be that the cpu is overheating then the computer is shutting itself off.

What do you guys think all responses are helpful thx

Reapply thermal paste then reseat the cooler. Make sure all the cables are plugged in to the mobo that need to be as well.
Also, did he take the board out of the case to install the cooler? What cpu and motherboard?

so i reapplied thermal paste and re-secured the heatsink but it seems like it got worse becaus before it would boot a little but now it just turms on for like a second then turns off

Also, did he take the board out of the case to install the cooler? What cpu and motherboard?

Did you check the cables(power connectors)?
Try reseting the cmos(bios).
Make sure that the new heatsink is not pushing against anything and is installed correctly.
Did you try reseating the memory?
What TIM did you use and how much?

Run realtemp and post your screen shot. What MB, cooler, etc..
Are you OCing it and what is the core voltage.

Yeah what TIM did you use?
lets say you used AS5 and got some on the board or on the cpu pins that would cause just that, I know cause I've done it

oh yeah HE's right it does do that if forget to plug in the pci-e power, it kinda screams
