Just tested with msi afterburner & it was ramping up to 3D speeds all the time
The problem is both gpu-z & furmark wasnt registering any changes in core or mem speeds. They show up fine wen running msi afterburner behind furmark :)

underclocked stock 2D settings were the problem

Yes the underclocked energy efficent stock settings of 507MHz will throw everyone for a loop.
I noticed the same exact problem, I also thought I had a bummer of a card. Using windows XP 32bit I then came across RBE http://www.techpowerup.com/rbe/

Read the official tutorial http://www.techpowerup.com/articles/overclocking/vidcard/154

Please understand if you use RBE it may still be a 32bit program, I think may not work in an 64bit enviroment when flashing bios.

I flashed my bios so the 3D is overclocked to system specs on the left side bar...after plenty of testing (Futuremark utilities,Aquamark,Furmark) to fully understand a safe bootable 24/7 overclock(every card is different what works for me may not work for a different 4870x2), then using overclocking profiles for different applications/games/programs.
I also adjusted the bios fan profile to a steeper slope line (by lowering the tempurature point fan is set at 100% and rising fans min.23% low temp point to 44%[fan profile works for my purpose])to avoid the memory overheat problem on hot gpu side. All 4870x2 have the same prolem of the input sensor used to control the fan(ie. cool side of Gpu when the sensor used should be memory of the hot side).

Or play it safe and not void your warrenty or brick the card and use software softmod 3rd party program leaving the bios as is.
