When I transfer files from one pc to another pc, I use home network/ wireless. Is the speed of file transfer is the speed of my internet connection?

No. Your internet connection is most likely slower than you home LAN by a fair margin.

So its weird. I got 30 mbps download; it means I can download at about 4.2mb/s, and I got the same speed when I transfer a file from 1 pc to another. Do I need to set up something to get q better speed?

Just saying, about 50-60% of the wireless is wireless data such as encryption, bit data and all. Then comes the packet loss due to wireless strength. So don't expect your data to be transferred at wireless speed either.
