adding power management to bios?

I have a 9800gt made by hp that constantly runs at full throttle and never down clocks the card when idle. The card idles around 60C. I would like to add some power management options to the bios so the card down clocks itself at idle. I did some testing with nvidia control panel and found the perfect setting for idle for the shader, memory and core. I then extracted the bios from my card with GPU-z and edited the bios with NiBiTor. I then used a usb stick and flashed the edited bios onto my video card(with nvflash and dos). The only problem is my card still does not under clock itself on idle. Does anyone know what I am doing wrong? Thanks!

I actually wanted to sell the card and I thought having the power management programmed into the card would be the best way, as some users cant figure out or dont want to use programs like afterburner.

the card is probly working fine I would put the stock bios back on it and clean install the drivers
make sure you disable anything that says "maximum performance" in the NVcp if you want it to work

OK I tried uninstalling the drivers and then running driver cleaner pro, and then I reinstalled the drivers, and I also put the original firmware back on and the card still is running at full throttle. I also have tried the card on another system with the same result.

goto the temptures tab and set the 2D and 3D min/max fan speeds
and that card should only have 3 performance levels not 4
also throttle should be a notch or two loader then 2D

are you running multi monitor, or anything else in the background that could be making it clock up?

The 2D and 3D min/max fan speeds are grayed out for me.

I am running a single monitor and the only thing graphic intense is the windows 7 theme which shouldn't make it run full throttle right?

no, that wont make it speed up.

have you checked the clocks in GPU-Z, or are you just going by fan noise?

I have a evga 9800gt and the power management does work and it clocks down on idle like it should. Could I take the bios from my evga 9800gt and put it on my hp 9800gt?

in theory its possible, but if they used different RAM timings or had other hardware differences, you'd brick the card.

so the power management works now ?
its possible that the old bios did not have the ACPI tables to support the fan speed/clock control

Well, unfortunately, the fan is stuck at 100% now, the nVidia control panel wont change it either. GPU-z shows that it is at 30%, but it is definitely maxed out. Is there a way to combine parts of the bios from the two cards?
