GTX 580 would be a nice upgrade to a GTX 460. You do not need to get the water cooled edition though...
Save yourself some money, unless you really want a water cooled edition.

as far as i know AMD drivers were decent last time I used them... but that was with an IGP 3200 and about a year or so ago

Edit: the refurb you linked seems good for the price if they have a warranty for it. The biggest issue with that though would be your power supply... any saving would be negated if you had to upgrade your power supply.

Edit 2: the GTX 660Ti has about the same power, if not exactly the same (i say about due to manufacturer overclocks) as the GTX460. So you wouldn't need to worry about a power supply upgrade if you went with a GTX 660Ti. The TDP for the 460 and 660ti are 150w, while the 580 is at a whopping 244w. The HD 7950 is about 200w TDP.

Ive been installing ontop of drivers lately and no ill effects from them have occurred. This is with a 6770 which is technically the same part as the 5770. Drivers are 12.8s. Most Amd users have been using 12.6 or 12.8s.

Definatly go for the 660ti IMO, across the board it is a little faster than the 580, at your particular resolution as much as 10 - 14% faster, plus you will get less heat and power draw..... a no brainer really. 580's still remain good and powerful cards but going from a 460 you would be foolish not to take advantage of the 660ti benefits.

The only situation I could see the 580 being the better choice would be for overclocking the shader cores for folding@home

aside from that... 660ti is the one to get.. personally i'll probably grab the non ti version.. but only due to budget
