OC's for me indicates the quality of the MB and CPU. As u mentioned "cheap version" u can spare money to get something else. By buying a apu system u will spare at least +80$. Also if you gonna build a amd system, this road map for both (cpu's and apu's) processors gives a warning for new system builders. Must be considered!

an asus maximus hero x79 c2 and a R290 with the chance of unlocking to full 290x... buy the cheapest corei5 out of the haswell line up and some low profile Samsung ddr3 as it runs at the specified 1.5v and overclocks easily to 2133-2400mhz...
with locked haswell cpu's you can still change the base clock and from what ive seen still reach a decent clock rate...

so I would of advised this for you,
Intel Pentium G3220 3.0GHz (Haswell) Socket LGA1150 Processor- just to put you on until you can afford an upgrade
Asus Maximus Hero x79 c2 (or cheaper rog variant)
AMD R9 290
Samsung Low Profile DDR3 1600mhz-2400mhzOC

imo a system based on this chipset will hold its value and be far more future proof than the amd equivalent...

and im no fanboy, these are just the parts I'd recommend right now.... good luck... :toast:
