what is avialable localy and at what prices. other option is to get pc and use hdtv for monitor till have enough money for monitor. but this could be a bit problematic with online gaming cause typically tvs are with 16+ms input lag

What games do you plan on playing? How long does this computer have to last? Which resolution will you be playing at? What graphic detail will you be happy with?

You'll struggle to find a laptop capable of gaming as well as a PC, without paying significantly more.

the one thing i don't like to buy also from here taxes bro, are so high 18% on purchase,

you have to check your legislation.
if you go in uk (i think in usa will be the same) for lets say vacation and buy pc parts you pay full price but you can ask for tax back document (cant remember the exact document name) and on the airport you can receive VAT back. this is because you export parts out of the EU and for export goods you shouldnt pay VAT. then you have to check what import taxes you should pay in your contry if you have to pay any.
if 1500$ total cash you can spare may be you should calculate how much of this will go for taxes and then we can update partlists accordingly.
for example in my country if i import pc parts from outside of the EU i have to pay only 20% VAT.

yes you should be in uk cause when they give you the document they need your passport N and you have min order value too but it is around 75gbp so in your case that isnt problem.
laptop should be ok for dota but it is weak for anything else. good amount of ram good display size and res blue ray is + but weak video card and so-so weight. wireless is good too. everything rest if pretty standard.

you can save some money if you make case by yourself. there is a case mod gallery here on tpu. you can make a small wooden desk if you can get materials on cheap and have or can land tools you will need.

you can alway stick laptop at his "where no sun shines". this wont retrun your money back but will make you fill better.
you can sell laptop and use money for pc this will reduce saving time.

If you're only interested in games with big names and won't settle for anything less than high detail then you need a desktop.

i7's start at a high price when new. As a rule of thumb, I take what I paid for the item, remove VAT (20% for me), then take away 5-10% of that value for each year of it's age.

If i followed my own calculations I'd have said $1600~, but that seems slightly wrong almost. Other users with know-how about laptop prices would be more qualified to answer you.
