I'm not to experienced with ocing and wouldn't feel 100% comfortable with a liquid cooler. It has meh reviews also. Anything else?

I haven't looked at air coolers for a while I would have no idea what to recommend. You should probably look at reviews. With that type of water cooler you don't have to touch the liquid. All you do is mount it. You could go for the Cooler Master version.

what are your expectation on OC , you looking for mild , cool OC or highest you can go with decent voltage added (1.25+ )

example I have 212evo and with mild OC 4.2ghz it never goest above 60c in any real app , in games like BF4 it does close to 58-59c but prime95 mid 60's.
That is with voltage of 1.112v , so I would not try to do 4.8 at like 1.3v with this cooler or I am sure temps would go to like 85c or more .
Would need to limit it to like 1.2-1.25 to stay cooler .
Better air coolers like D14 , NH-U14S are better , I would get U14S personally as don't really like heavy dual tower HS but that is tradeoff you have to make if you want real high OC on air .

I just want a stable yet much faster processing speed. I will get (mostly) anything to help my ocing experience run smoother

The Deepcool Gamer Storm Assassin heat sink in the link I posted is about as good as it gets when it comes to air cooled heat sinks, just read the review. It costs about the same as a Noctua NH D14, but does a better job. My Assassin keeps my 6 core 130 watt 3930k OC'ed to 4.3ghz (a 1.1ghz OC), at the same temps as my 4 core 95 watt 2600k OC'ed to 4.5ghz (a .7ghz OC) runs under a NH D14 (btw, those are absolute full load for weeks on end temps). And even more, the Assassin costs the same as the NH D14, about $70 USD. Don't get a AIO water cooler. They are great while they work, but they are not as reliable or last as long as a good high-end air cooler. And when they do fail, you have to replace the whole thing. The most that can fail on a good air cooler is a fan, which is replaceable.

yes they are, equal to the Assasin heat sink I'm suggesting. Another suggestion would be the Deepcool Gamer Storm Lucifer heatsink, which is very close to the Assassin and PH-TC14PE, but a little smaller in size (the Assassin and PH-TC14PE are HUGE )
