Recommendations for a simple video editor

I know absolutely nothing about video editing software but I feel like making some clips lately. I am looking for something noob friendly that is capable of doing the following:

1. able to import .avi files encoded with h.264
2. split larger video files and join smaller ones together
3. have parts of a video covered by a still image for a certain duration
4. able to add additional background music at certain sections - if possible I would like the soundtrack to loop when the video section is longer than the soundtrack
5. some simple transition effects would be nice

I prefer freeware but if it is something that doesn't cost an arm or a leg I don't mind paying either.

Any recommendations? Thanks in advance

Cyberlink PowerDirector is decent. It can do what you want - I am not sure about the first but should be able to. There is a free trial I believe.

Windows Movie Maker will do all of that, and is free.

I have version 4 (I think), it was only $29 or so because they had come out with another release.

Not the most intuitive interface but after watching a few tutorials, I got the hang of it and it's quite powerful.
