I find it interesting that this was done with a 780 Ti and not a Titan X. Can someone explain to me why the 780 Ti would be better for extreme overclocking?

I'm sure you meant 980 Ti. This is an EVGA card using the ACX 2.0 cooler. Nvidia doesn't allow its board partners to sell Titan X cards with non reference coolers and it was the same with the original Kepler Titans. I understand that it doesn't matter what cooler comes with the card to test it with ln2 because it gets taken off anyway but EVGA's idea is to use the Kingpin name and reputation to sell the card with the ACX 2.0 cooler. They can't sell a Titan X with the ACX 2.0 cooler.

The Classified Kingpin has a 170% power limit on its third BIOS. It also has more than a few overclocking friendly features baked into the design.

That implies that what is said in the article is less objective - which makes absolutely no sense whatsoever ( quelle surprise). The article simply states that Lucido broke the 3DM records (at least the ones he didn't already own).
All the article you posted really states is that adding voltage is a case of diminishing returns for the vast majority of users - not exactly a new occurrence - but at least hitting the wall arrives later regarding clock and relative performance than with some other flagship offerings of late.
