okay, so clearly the card cannot handle those clocks, not all cards are created equal, just because your friends card reached higher clocks won't mean yours will match it.
It is likely that your card is not a very good chip, hence won't go to the clocks you want it to. Don't blame PSU or drivers, you've reached the limit of the card, back of the clocks and find a 100% stable point.
