Low-end build quality is a no-name chinese PSU w/o PFC, single small heatsink and a fixed speed fan, which ultimately stops working or explodes 6-8 months into exploitation.
This is "mediocre", as stated by both sources, which is miles away from bad. It will definitely not make your computer burst in flames, or eat all of your electrical power and brainz.
Plus it is rated >100000 MTBF (~11 years), and has a 3 year warranty.
Usually if I buy PC hardware for $15 bucks, I expect a seller to laugh when I mention warranty(over 90 days).
