HIS Radeon R7 240 stops PC from POSTING

My problem is with an HIS Radeon R7 240 2GB DDR3 PCI Express 3.0 card. My motherboard is an ASROCK 890gm Pro 3 Rev 2.0. When I install this PCI-E video card, the PC will no longer POST. Fans go on, drives make noise, but it never reaches the POST screen. Motherboard will POST using its integrated video or with a PCI-E HD4290 card. It just doesn't seem to like the R7 240. I had a 350W power supply, so swapped it out for a 600W supply to no avail. I updated the Mobo's BIOS to no avail. I removed the card, booted, and set my BIOS's primary display to PCI-E -- no help. Whenever this card is seated in the PCI-E slot, the machine will not POST. Not even a beep.

The HIS R7 240 card works fine in an older Dell Dimension 4700 that I have, so I do not suspect a defective video card.

Any suggestions?

Check how it is seated in your 890...if it is a partial seat or not square with the slot, you'll have pins that cross over other contacts...this could cause a short...and occurs when a case slot mount isn't square...I've seen something similar before. Misaligned PCI-e can cause this kind of issue.

I would check how the card sits in the slot when bolted down...maybe check against the Dell 4700.

Carefully tried seating the card, but it still won't boot with this card in the slot. Any other PCI-E that I have does not keep the PC from posting. Seems weird, but the r7 240 card does work in another PC.

If the card works in another system, and the PCI-e slot works with other cards, that makes me think it is a PSU issue, as the card doesn't need power connected and draws all it's power through the slot.
It works in the older system which I assume uses less power and puts less strain on the PSU.
What model# PSU's are you testing with?
What are the outputs on the label?

Thanks for the input Caring1. I am guessing that you are right. My original power supply was 350W. I swapped it out for a 600W to no avail. The difference might be that the 600W PSU did NOT have two 12V leads to plug into the two 12V sockets on my motherboard. Could that be the difference? The ASROCK motherboard is the only one I have that has two 12v sockets, and I don't have a spare PSU that offers two of those connectors.

What I DID do was to install the troublesome video card in a third PC (which it seems to work fine in). I now have the swapped card which I will try with my ASROCK system tonight. It is a Radeon R5450-MD512H, which must be at least a little bit better than the integrated Radeon HD4290?

The 5450 are good little cards, but basic.
It should power up but you may need legacy drivers due to it's age.
Here's some figures comparing it to the integrated.

Thanks again!
Let me ask you this...
This whole new video card upgrade saga started when I finally got sick of "green screen" videos on Facebook or YouTube, and had trouble live streaming the Masters golf tournament. Couldn't get an up-to-date Win 10 driver for the internal HD4290, so bought an $80 R7 240 "silent"... has no fan, just a big heat sink. Seemed like a good idea, but as you can see from this thread was riddled with issues.
My current PSU is 350W and does supply the two 12v leads my mobo asks for. What would you recommend for me to buy that will work with my system? My main uses are video playback (YouTube, Netflix, Amazon Prime), live TV, and occasionally Flight Simulator X or Tiger Woods golf.

I'm not completely averse to upgrading the PSU as needed, and not hung-up on a fanless card. I think the mobo with the Phenom chip I have is fast enough for what I do...
