i have 8gb ram as speccy shows , but speccy also says i have 7.9 gb ram so does task manager

Yes, it's normal. Windows reserves some of it.

If you didn't explicitly disable iGPU in your motherboard BIOS/EFI settings, then it is probably active. This is usually done so you can reap the benefits of QuickSync and similar.
You can always check Device Manager to see whether Intel HD Graphics 4600 is listed under graphics adapters... If it is, that's where the RAM went

Under graphics adapters theres only AMD Radeon R9 200 series, as i said i don't have iGPU in use
