PC goes down after freeze and reboot

I was surfing the internet(not intensive) and the PC suddenly shuts down. After a few seconds it reboots with black screen and monitor displays nothing except the no signal window.

I tried to turn off the PSU and turn it back on by switching the switchright behind the PSU, and the problem still exists.

I then found out that PSU fans, GPU fans and CPU fans do not work and the light of the graphic card doesnt lid, but the two case fans are still spinning.

I have tried to unplug the RAM and boot up, 3 long peeps occured so i think the motherboard is good. And reseating GPU doesnt help the situation.

What should i do now？Is the PSU malfunctioned？

Intel Core i5-4460 3.2GHz Quad-Core Processor
ASRock H97M PRO4 Micro ATX LGA1150 Motherboard
G.Skill Ripjaws X Series 16GB (2 x 8GB) DDR3-1866 Memory
Sapphire Radeon R9 390 8GB Nitro Graphic Card
SeaSonic 650W 80+ Gold Certified Semi-Modular ATX Power Supply

How long have you had that PSU? Is there any lights on the motherboard that are on? Do you have an old graphics card to swap?

Take out the PSU and test it in another system, in a friends system for example.

Take note of the boot LED's on the motherboard when you first boot the system, if they light up one at a time the board has power and it should indicate where the fault lays.

I think the 3 beeps means RAM issue. But to be sure what BIOS is on the board?

If you got 3 long beeps because you removed the ram then I'm lil stumped.

Yeah so that wont be the problem of RAM and MOBO as i receive the code when i boot up without RAM, so that is fine.
when i reseat the ram, there is no beep at all

Just because you got the POST beeps from removing the ram does not mean the mainboard is automatically ok, especially if your board connected fans dont spin. LOL

For all we know you were messing with the BIOS causing the fans to stop working, so when you answer questions try to elaborate a bit. The more info you give the better answers you get.

So the beep code cannot reflect the problem？

If the board has power and detects the ram, it will beep when they are removed, that does not mean the board is fine.

Well if you can't borrow one to test with, take it out and take it someplace to have it tested.
