Depending on what you're doing, the answer is definitely no, and in 90% of the use cases it's still no. Not enough performance gains, even if you can sell your old stuff for decent money.

I would definitely get an SSD drive for the OS and main programs first if the 500GB Seagate is your only drive. It will be a massive improvement in Windows/ startup time

Oh, yeah, if you haven't got SSD, by all means go for it.

SSD is one PC component that will clearly show its worth. When PC boots into desktop when you press power button and done yawning, you know it's flying its ass.

Forget about replace / upgrade CPU + motherbard + ram,

well, a nice upgrade will be a newer video card, such as RX 4XX series, also GTX 10XX series, also adding an SSD for boot time will be another great great deal! also a bigger HDD will be noticiable for having more space,

I would say R 290 is not "weak" but decent.
agreed, but considering the upgrade OP was planing that card seems to be the unique weak part for that hardware...

Just as all the others say. Forget all about upgrade cpu. That is more pain in your pocket than gain for your brain. If you really want to upgrade cpu aleast wait for Intels kaby lake cpu like the I7 7700K, even that i dont think will be worfh the upgrade.
Heck im even on an over 7 year old I7 920 oc to 4 GHz and even that old sucker can still handel most games close to maxed you combined with two GTX 970 in sli that is transfer to single gpu power is a GTX 980 TI or GTX 1070 area.

what you shut do is overclock that cpu you have now and if you have a poor cpu cooler now replace it with a better one. That is cheap ekstra power and i even think with a proper oc you can come close to I7 6700K performence area. For reference my old I7 920 after OC to 4 GHz it performence like a stock I7 3770K. I know by fact that most I7 4770K are good for around 4,5 GHz oc just as long you keep it cool and not giving it to much voltage.

Get a SSD if you dont have one now. That is properly the bedst upgrade you can ever do to a pc for a speed gain you will feel. Your pc will boot faster, open program so much faster and games will also load faster. For short your pc will be so much more responsive in your gaming and in your normal use. Just remember an SSD will not give you more fps in games (unless your HDD is slow af fuck) but only allows you to load games faster much faster infact. Have you first tried an SSD you are never and mean never going back to HDD again for OS/game drive, it will simply bee to much a pain in the ass. I have tried it and i regreed it very fast after that and got another ssd again. Get one big drive for combined OS/game drive or two smalle ones for one OS and one game drive or if you can live with the risk, you cut try raid 0 with two drives for even better speed. but the risk is that in raid 0. If one drive dies all your data is lost also if the other drives still work properly cause your data is then spitted up between the two drives. So raid 0 gives more speed but greater risk for data lost.

And maybe get a better gpu like GTX 1070 or if you can live with used hardware a GTX 980 TI is not a bad choise, gut it has a bigger power use than GTX 1xxx series card.

You still have enough memory aswell. The rest of your pc is just fine as it is.
