It can do 4.7GHz at 1.23v core, agent voltage 1.1, input 1.95, it can do 4.9 at 1.4 and thats with everything else on auto and im pretty sure i could get it to 5 with some tweaking.

What is considered normal and expected?

Benchmark Scores Faster than yours... I'd bet on it. :)
That is an above average 5820K. Is there a reason you adjusted input voltage or SA? I wouldn't expect it to need either of those two...

1. For SA, your memory is 'only' 4x4GB and not high speed. Its only when you are using 8 slots or fast 4x8GB you may need to adjust SA.
2. For the input voltage, you barely touched Vcore, so it shouldn't need to be over stock at all.

Oh alright, i just went with what some people told me were good points to start from.

Just set SA and input to stock then?

It should run just fine there, yep.
As for my cache, its running at 4.5 without having changed the voltage, i dont know if auto actually automatically changes it according to its clocks or if it just stays on stock though. Should i bother overclocking the cache at all? Would a stock cache allow for higher core or even lower temps assuming volts are higher on auto?

I wouldn't touch the cache. The performance gains you get from it are typically nill.

It should not affect core clocks with ambient (even water) cooling.

Thats pretty good for cache speeds. I cant get mine past 4GHz but I havent really done much tweaking on it.

Overclocking and overvolting cache is a great way to ruin an awesome Haswell-E CPU... Stick with stock, overclock the rest.

Apparently the voltage for the cache was set to 1.45 with auto, put minmax cache to auto and now its voltage is like 0.95. Is 1.45v even a safe cache voltage? lol

Also set SA back to auto and input to 1.8.

Is 1.45v even a safe cache voltage?

Its higher then what you would want for a 24/7 overclock even on water cooling. I've read 1.35v is the max safe voltage.

4.5 GHz on a 6 core is plenty enough, if it can run at low voltage you have a winner. Seeing how low his volt is at 4.7 it can be really nice. I have mine at 4.5GHz and 1.15V currently. It's as sweet as it can get imo. When going past that point, voltage curve increases dramatically for every extra 100MHz.
