I would advise as well to update the GPU-Z and use another software to monitor temps like Aida64 or HWinfo. Do a test with Furmark and see what temps do you get in all these programs.

r 3 days. its got the bios it came with and there was a firm bios update becuasee some issues . the bios version this one has that is factory is 84.04.36.00.70

ya somethins wrong becuase its caping now limited gpu

Your very old Q6600 is not helping that card at all. It could very easily bottleneck it depending on the situation.

yes it is getting low fps and it seems its a gpu performance issue becuase its caping out and im not doing anything at all. .

Usually Nvidia cards have maximum temps of 100 ºC
176º C is impossible the computer would have crashed way before.

+1 about the CPU being a potential bootleneck

+2 on the Q6600 bottleneck That chip is not helping you at all. It's like attaching a huge trailer to a bicycle. Yeah you have the potential to pull more with your nice big trailer (GTX 970) but you're not going anywhere with that bicycle (Q6600). That's why PerfCap reason says Util the whole way through. The card is simply not being fully used. The rest of your system can't keep up with your 970's potential.

i have tried the latest driver the 378.66 February 14, 2017 nd i have tried earlier ones also. when i go to reinstall the driver i go to uninstall a program in windows and remove evry thing that i can besides the one driver version the sytem is on . then i go to windows explorer remove every thing possiable deleting and then running ccleaner making sure not to have any reg, issues . also the log configs eccept one for the reboot. then i downloaded the lattest driver and of coarse i have evn tried a couple older versions. also yes i am 44 years old and i am time limitd as my wife hates me running a Mature Gaming clan of 50 members and she cant stand me gaming period. lol so i get on here when i can.the cpu doesnt go over 80% ussing xsplit gamecaster ,teamspeak3 , my.com , Warface . even with the cpu on 3% to the highest setting here is around 7% and its saying perf cap ult code . constant it doesnt say it constant when i run i bench mark. lol
and yes windows is up to date i reinstalled windows 7 proff. 64 bit early this moring and ran all the updates.

my internet isnt the issue . i got spectrum 60mb down and i get 15 ming 66mb down 5 up
here hell i just ran it

ddog, do us a favor, download and install the Unigine Heaven benchmark (here is a link- http://www.geforce.com/games-applications/pc-applications/Unigine-Heaven-2/downloads ).
Apply the following settings-

1.) 1920x1080, Fullscreen, 8x Anti-Aliasing (windowed 1920x1080 is allowed)
2.) Ultra Quality
3.) Extreme Tessellation
4.) Sound ON (sound disabled in the benchmark is not allowed)

Then run the benchmarks while also having GPU-Z running in the background showing the sensors tab. Post screenshot showing the results and the GPU-Z sensor readings during the benchmark run. This is what I asking to see (these are the results of my computer)-



This should show us any performance issues you are experiencing so that we can properly start to trouble shoot your system.

Honestly, I am thinking your problem, as others have pointed out is that very old Q6600 CPU you have. Your computer is only as fast as it's slowest component, and by todays standards, the Q6600 is very slow.
