Actually I would go for it if not for the fact my cable management work took hours to get right. Think I'll do it one sunday i got nothing better to do. Thing is i'm sure its an easy task, but for powering it up topless to check the rail adjustment kind of scares me. I suppose i could make my adjustment and close it up then test. Thanks.

What you asked: NO.
I routinely take 'em apart, noisey fan, no output etc. (<-mainly these 2 reasons) If junking (for fan?), I use either a wire brush or steel wool wiped across prn circuit board to discharge those caps, they can hurt!! They can kill. Usually, there is a fuse generally soldered on the board, when it is 'blown', the psu is junk. I have replaced/jumped across it & found when it goes, something else goes too. ie: its junk.

Got a Pc Power Cooling Turbo-Cool 1200 that has a 3.3v rail being read by hwinfo and other utilities at 2.98v. Read that the 3.3v rail is adjustable but the dial is inside the psu. Guys think its safe to remove the case and make an adjustment?

There is a percent variance of what is acceptable and what is not on each rail +-. Opening a PSU does void warranty. Opening a unit that has been previously used does store energy in the capacitors which can result in injury or flatline of the heart, so it is not advisable to go poking and prying in a psu unless if you know what you are doing. You have been cautioned.

Software doesn't give true readings anyway, might invest in a Multi-meter if you want to learn or read the rail properly.
