Why wouldn't this work?

The USPTO (US Patent and Trade Office) requires a working prototype of a device when one of the patent claims for the device is "perpetual motion"

That AFAIK, is the ONLY instance where the USPTO requires a working prototype. To date, they have never received a working prototype of any such device.

If you can build it and it works, then by all means, patent it

Just simply the conservation of energy. The output cannot exceed the input. Even if you were to put that device in a vacuum. There would still be energy lost eventually stopping it.

Rather than simply pointing out that this is impossible I'll describe why. I'm embarrassed to admit it, but as a kid I worked on a magnetic perpetual motion machine. It never worked of course.

Despite this design using magnets, that wouldn't actually matter as this is more of a gravity based machine very similar to the "Overbalanced Wheel" design. It relies on there being more weight on one side than the other thanks to one belt running faster than the other via a gear ratio. However the gear ratio meant to speed up the left belt also reduces the torque, so there is less lifting force. As it happens the ratio between the right belt and the left belt will be the same as the number of balls on the right side vs the left side.

Thus on assembly this design would quickly bring itself into balance (if it wasn't there already) and stop.

My Dad had a really nice self winding Omega. He was wearing it when using an orbital sander, that spelled the end of that watch.

Specifically, your point of failure will be that pulley in the center. It's going to take a *lot* of torque to spin that. Since you presumably have to overcome Newton's Third Law yourself with an initial push, drag and friction will cause conservation of energy to rear its ugly head. That pulley will eventually grind to a halt because of the gearing ratio putting it back in Newton's Third Law territory.
