Can't OC Ryzen 1600 at all

hello,

i'm building a (mostly) new computer for someone and i can not for the life of me get this Ryzen 1600 to boot with an OC. i tried voltages as high as 1.4V. my own computer currently has a 1700X running at 3.9GHz stable. and i've built another computer with a 1700 that i was able to OC easily as well.

computer set up:
Ryzen 1600 (new)
ASRock Fatal1ty AB350 Gaming K4 (new)
2x 8GB G.Skill 3200MHz CL16 (new)
Corsair AX760i (reusing)
Gigabyte GTX 1080 Ti Aorus (reusing)
Corsair H60 cooler (reusing)

tried BIOS 2.4, 2.5 and 2.6. tried leaving RAM at default settings. also tried plugging this CPU into my computer (that has the OCed 1700X) and no dice.

i haven't tried messing with any of the advanced settings, like LLC. what do you guys suggest I try? i got this thing because microcenter had it on a fire sale for only $150. should i go back and spend a little more on a 1700X?

That's really bizarre, I would have expected it to work when you tried it in your own machine, it's rarely the cpu at fault but it looks like it might be in this instance. It runs at stock clocks okay? Does it work if you just set the base clock manually, and then nudge it up a little at a time from there? It might just be that the chip is a dud and won't go much beyond that. You could try disabling cores to see if it's one specific core that's causing a problem (you'd need to check your manual on how to do this, or someone else with a gigabyte board could chime in). Did you try your own CPU in the new build while you had it out? That would have confirmed it's deffo the CPU.

You can try setting a few basic voltages to see if it'll play ball, give these a shot:

multiplier 36
CPU core voltage 1.3v
SoC voltage 1.10v
LLC shouldnt matter too much for this test, idk what options the gigabyte boards have for that.

Maybe if they'll let you exchange it (+ a bit extra) for a 1700/1700X that would be a good option. Or another 1600 probably wouldn't have the same issue, I've not heard of this happening before. If it works at stock settings though I'm not sure if they'd allow a straight swap. And hopefully the next owner wouldn't plan on OC'ing it, that'd suck.

Sounds like some sort of BIOS bug , I would return both the CPU and MB if you can and pick up something different. What happens if you try to underclock it ? LLC is to combat Vdrop , I doubt at 1.4V that matters.

id test your older CPU in the new build. If it overclock a it's the CPU, if it doesn't it's probably the RAM. Can't be the board because then it would've overclocked fine when you tested it on your other PC. What about the PSU? New, reused? Specs?

How are you overclocking? My AsRock AB350 Pro4 can't boot if I change the cpu voltage or clock setting in the OC Tweaker tab, but works if I set custom PStates instead.

Stuff like this are usually related to the cpu for Ryzen. I have a Ryzen 1600X that goes in to a sleep state (low clocked cpu mode) if you touch the core voltage. You set to to auto and it overclocks just fine.
