DirectX 11 Windows 7 VRAM limit?

I've just accidentally noticed something weird.

Isn't Dx11 game supposed to have access to more than 4GB of VRAM on a card with 8GB?
GTA5 is 64bit game running Dx11. I have 64bit Windows 7 and 8GB card. I know Dx9 is limited to $GB, but WTH is going on _here_?

It never hit 3 GiB for me (R9 390 8 GiB, ultra, 1920x1200):

Remember, it's a console game so they had to make sure the stream engine cached and purged resources effectively. It's GPU limited, not VRAM limited.

Windows and some monitoring software only reports 4GB of VRAM because by default the address space for PCI devices is limited to 32bit as far as I know. I do not believe this has anything to do with DX11.

It might not be GTA5 related after all. I started another game and then another, and when the approximate total VRAM usage went over 4GB, it was purged and started being allocated from zero. I had GPU-Z opened as well and it never went over 3,9GB or so.

gta usually maxes at about 4GB

there isn't 8Gb worth of textures in the entire game
