I guess you didn't learn to count too well in school? 16+8+16+8+4+4+4, plus 4 for the chipset interconnect, is... 64...
The x16 slots are not switched, they're fixed and each M.2 slot is 4 lanes.

It beggars belief why all 3 m.2 slots sit underneath PCIe slots destined for dual slot GPUs!

Well, it's all about PCB space... current form factors weren't designed for what we use them for today. The ATX standard is from 1995...
Asus' DIMM.2 is actually quite a clever compromise, but I doubt anyone else will copy that and it's only on premium boards :(

They are as high as the condensators, how's not practical?
How many time a year you swap an M2 drive?

It's not about that, it's about the fact that the graphics cards run hot and M.2 SSDs in general thermal throttle when they get hot... So not a good place to put them.

I get that, but if they're "heatsinked" the fans from the gpu(s) pulling in air will provide plenty of airflow.
