You can make a custom fan curve using Afterburner, it worked for my card.

Don't change the BIOS , word of advice. If that's the minimum speed , I'd let it be.

Aww bummer. Bought myself a arctic twin turbo III and the fans get a little noisy so i wanted to bring them down. I think they were broken too, replacment already shipped out.
I just slapped a bequiet 140mm on there that runs on 7v with some cable ties and this will be good for now until i buy two small ones so it fits a little bit nicer.
Any suggestion which fans are good and quiet? Beside beQuiet
Well IMO be quiet! fans are already pretty quiet, you could look into some noctua or scythe fans.
