A lot of old games run bad on Win 10 from what I have heard. Win 7 is great if you play games from the XP era.

Depends on the games DRM...
some games DRM service isn't compatible with 10 and if the game hasn't been updated it just won't run...
I haven't yet come across a game on Steam with this issue but I have had a few from older D2D games like Dark Void.

Not something I've heard of or had issues with... Appears there are complaints of that title "Dark Void" not working but others saying it works just perfectly fine so there maybe more to it.

It applies to actual physical games with DRM. MS stated W10 will not allow those games to run, and I have found this to be true.
The problem with Dark Void may be the same as Velvet Assassin, requiring the installation of legacy PhysX, which Nvidia has for download.

when I hear counter strike and bad FPS in the same sentence it makes me laugh. My older laptop with a quadro car would play source and go at well over 60FPS max settings. a 750TI should tare it up unless they have release a huge update to visuals.

I tried that download with a rx580, GTX 275 and GTX 770 with no luck.
It used to work just fine under direct compute...
Don't get me wrong the few games I've had issues with aren't worth giving up 10 for.
I have actually had a few games that didn't work under Vista or 7 work on 10 such as Prince of Persia the two thrones...

Windows 10 is good once you disable all the garbage running and get it to a bare bone level.

Not sure how Win 10 is not optimized for gaming. There's dx12 at least. The only game I can think that benefits from 7 specifically is modded classic Skyrim. And that's about to be a thing of the past too, since the new Windows update addresses it's memory issues.

Plus, in Windows Features gamers might want to enable "DirectPlay" which is required in order to run some old games. IRC for GTA 3 i had to manually place some direct x dll file into game directory, but that's pretty much it. Everything works just fine.

Yeah. Usually it should pop up automatically with those steam installs (when it searchs for directx/c++ libraries), but sometimes you need to enable it.
Really, really old games do have a prob though. I can't pinpoint why. Windows has undergone so many iterations it's a wonder that many of them work as it is. Especially from that XP and then Vista transition, when MS couldn't decide on a real vision for the OS.
