Experiencing some stuttering in online games on Ryzen build

I've been getting some stuttering problems in online games ever since I purchased my Ryzen build. At first I thought it was the games / servers, but after experiencing them for a while I do not believe it is exactly related to the games themselves.

I have mostly been playing BF4 (which used to run smoothly) and Rising Storm 2 Vietnam online. The games I have been playing offline do not seem to have problems with stutters and likewise, when I get a stutter in BF4 the lag/connection indicators appear on the right of the screen. This makes me believe it is not a performance problem but a connection problem.

Specs wise you can view my system under my profile, but the main parts are:
ASRock X370 Killer SLI/ac motherboard with latest BIOS
Ryzen 1600, 1.35v at 3.8GHZ
Corsair Vengeance LPX 3000 are 2666MHZ (reset when at 2933, so I turned it down)
GTX 1070 SC, with latest drivers
Win 10 Pro

I will note that this motherboard has both an Ethernet port (which I am using) and a wireless option. I do not have the wireless antennas attached, and to my knowledge the wireless options should be disabled. Under Windows 10 Network settings it claims it is using the Ethernet, and I have manually turned off the Wi-Fi just in case.

Again, this appears in online games and does not seem to appear in offline games. It is fairly noticeable in BF4 as I get a smooth 120+ frame rates typically.

Is there any particular thing I should try? Any advice would be appreciated.

Since you mention the issue is constrained to online activity, what is your bandwidth / latency performance for your internet connection?

yeah it sounds like your problem is internet related.

All you can do is make sure nothings downloading or uploading from your PC, otherwise its other devices on your network or even your ISP itself that is the problem.

Just some things...

-Try a different DNS. (google)
IPv4 = 8.8.8.8 and/or 8.8.4.4
IPv6 = 2001:4860:4860::8888 and/or 2001:4860:4860::8844

-Bypass your router and connect directly to your modem.

-Try finding "DMZ mode" on your router and enable it for your internal IP. This will open all ports, good to test if you're just being port blocked.

-Try running traceroutes to various addresses (google, techpowerup, etc.). If you're getting lag on the first couple hops, it's on you, if not, you need to contact your ISP.

-Try speedtest and pingtest, see what you get compared to what you're paying your ISP for.
