So my hard drive died and I told my wife I needed to order a new one. She said the computer you have is 6-7 years old why don't you get new one.:clap:
So I'm am going to start ordering new parts today.

That CPU comes with cooler. Contrary to what many believe and will tell you, OEM coolers are very capable of adequately cooling the CPUs they come with. I mean why would AMD or Intel include an inadequate cooler then guarantee it will provide adequate cooling if it couldn't? That would just be bad business, and stupid.

If you are not doing extreme overclocking, I recommend you try the OEM cooler. If you are not happy it, then you got something to ask Santa for.

Then you can use the money saved to get a better power supply. Corsair does make decent ones, but only in their upper tier model lines. I like EVGA and Seasonic, and while I might settle for Bronze certified, I recommend "Gold". Since you didn't specify which Corsair, my bet is you picked the CX line which is too near their bottom tier for me.

I don't see a case listed.

I also don't see an OS license. Understand a new motherboard constitutes a new computer and that typically means a new Windows license is needed to be legal. If your current Windows license was an OEM/System Builders license (as most are) or an upgrade based on an OEM/System Builders license, you need to purchase a new license.

Whats your budget? What are your uses? If that is a gaming pc, id say there are better choices to be made, like a better gpu.

+1 The stock cooler should be fine for you, would recommend cleaning off the stock TIM and using MX-4 or equivalent since the stock TIM seems to be getting stuck on the stock coolers and causing the cpu to get yanked out of the socket when you try to remove it

Very good point- I would also recommend going a little better on the psu

He should be able to use his current Win7 key to upgrade to Win10 for $0 since the old rig isn't going to be reused- DO recommend going to Win10 for your build since Win7 is going to be a pain to install on newer hardware

EDIT- also recommend you check the memory QVL for the board and go with a faster set (DDR4 3000/3200)

I have a new copy of win 10 home that I have not opened for it.

Going to use it for gaming and use the monitor I have...for now.

So I'll use the stock cooler.

i wouldnt build a new pc with a 1060 unless i was budget constrained. 1070 or vega 56.

Not if the the old W7 key is an OEM/System Builders license that was purchased for the old computer. In that (most common) circumstance, licenses cannot "legally" be transferred to a new computer - ever.

If the old license was a full "retail" license (not common) then it can legally be transferred.

Then you are good to go there and the point is moot! :)

The XFX in your current system looks good - certainly more than big enough.

16gig memory 2133 - i think you mean 2400 MHz
H 60 cooler - get a better water cooler or stay stock.
Samsug 250gb ssd - Try NVMe drive if you can. loving the 960 Evo m2.
Corsair 600 PSU - Had really bad experience with the CX series, but had to buy that again due to budget issues. take @Bill_Bright advise and get a gold rated one.

No. There certainly are quieter aftermarket coolers out there, but unless running at full speed, OEM coolers in a decent case are silent or near silent. I have a quiet fan on my graphics card yet that is the only fan I hear from my computer (if I put my head near the back of the case). I have an Intel CPU but use the OEM cooler.

Your CPU fan should not run at full speed (except maybe for a couple seconds at boot) unless it is running hot. And it should not run hot if your case is doing its job and providing an adequate supply of cool air flowing through the case.

Recommend that you download the latest iso direct from Microsoft and get it setup on a flash drive prior to installing

Agree with @Bill_Bright - that XFX in your specs should be fine. Is it still under warranty?

Are the stock CPU fans loud?
Shouldn't be that bad, AMD has improved the noise levels from their stock coolers over the past few years

Oh, and I agree with Norton and recommend using a decent aftermarket TIM (thermal interface material). While the OEM TIM "pads" are good, much better than those from years ago, you can easily get several degrees better cooling just by using a decent aftermarket TIM - even Arctic Silver. If not overclocking you really don't need to worry about it. It is really the idea of pads that bother me. They consist mostly of fast melting paraffin that [supposedly quickly] melts away within seconds of first boot. Since a CPU can go from cool to overheated in just a few clock cycles (and there are billions of those in 1 second) I don't like the idea it is not immediately protected. I also don't like the idea of wax oozing out into my CPU socket - even though I have never seen that happen. So I always clean off the pad and mating surfaces then apply a fresh, super thin layer of new TIM on my own builds.

Are the stock CPU fans loud?

I was using the stock cooler for 2 weeks before I received the AM4 Kit from Cryorig for my H7 and I have to say, I was really surprised by it. The stock cooler is quiet and cooling is sufficient (as long as you are not planning to overclock).

EVGA power supplies are good quality, I've had several and have yet to be disappointed. Idk what the op's budget is (did i miss it somewhere) but these days due to mining the gtx 1080 remains, relatively speaking, the least effected priced card. If you can swing a gtx 1080 I'd go for it over a gtx 1070 for gaming purposes.
