I'd say, read some reviews of both cards and then decide.

Reviews generally say go with a 1070ti if it's quite a bit lower in price than a 1080 in your area but if the 1080 is say ~$30 more than a 1070ti then for for the 1080. So since the 1070ti is 100 pounds cheaper I would go with it.

The last Nvidia cards I had were 2 8000gt's and I was wondering how the NVidia cards or even the vega56 held up against what I have.

Go for 1080. Vega cannot compete with pascal both in absolute performance and power efficiency.

The R9 390 and R9 290 are only slightly different so see how the 390 stacks up on this comparison:

 I wanted to say that they're the same, but I thought someone would object and point out the differences. So I tried to use less concrete terms, and someone pointed out that they're the same. Tweaks and double the VRAM.

Tweaks, lol... if you call clockspeed a tweak... ill give you that. Otherwise, it is a straight rebrand. ;)

Totally, the performance difference is so small, and extra $100 gets you about nothing.

I'm holding out for a non reference Vega 64 myself. Seems like a lot of us are

certain 290/290Xs did come with double the ram, 8 gigabytes, by the way tweaking did mean adjust clocks and timings of the cards...

This is the real interesting comparison. The R9 290 performs about like a GTX 1060. Look at the power difference.

You may want to use afterburner to set custom fan profiles for the card to avoid rev and slow whirling sounds.

You should be able to learn what you need to about the Zotac GeForce GTX 1070 Ti AMP! Edition by looking at the review of the 1080 version here.
As for the Zotac GeForce GTX 1080 AMP Extreme Edition, look here.
Zotac's GTX 1080 AMP! Extreme is the company's flagship GTX 1080 and the best GTX 1080 we ever tested. It comes with high clocks out of the box and a large triple-slot cooler that makes it run at good temperatures and incredible noise levels.
I'm normally not a fan of Zotac. Also:
Zotac cards are provided with a two year warranty as standard.

However if the end user registers the card within 28 days of purchase, Zotac will extend the warranty to a total of 5 years.

Any work. They aren't restricted per say, they just cannot be sold past the reference clocks (1070Ti).
