Need help with GPU fan issues

So. I dont know when this started, but my friend noticed it today. The fans on his MSI GTX 660 TF wont start spinning unless he opens up afterburner and set's a profile to high 80's or 90% fan speed.

He tried cleaning out the dust from the fans but the problem still persists. When playing games the fans wont spin up unless the gpu reaches high temps, and then he set the afterburner to kick in. Still he would like the fans to spin even at lower percentages as it did when he bought the card..
Does anyone have a solution for his problem or has anyone experienced something similar in the past.?

look at the rpm, not only the percentage

if rpm is fluctuating, the fans are dying or loose (i've seen it myself years ago, plus friend got it these days)

look at the fan while it's spinning, touch the fan during the lower percentages where it's not moving

i also wonder if the fan cable or connector has a problem (corrosion? damage?) where a minimum amount of voltage is needed until it starts going through

FWIW, my msi N660Ti-PE-2GD5/OC has the same behavior on one of its fan (closest to the display connectors).
afterburner or gpu-z dont display RPM figures, until the 2nd fan kicks on at 86%+, and then its running around 4050-4170rpm, so if i had to hazard a guess, the tach sensor is on the second fan (or its circuit loop)
i do have a custom fan curve set in afterburner (otherwise the card will run at 44%fan@80c under load)
its definitely not an out-of-box behavior, and has cropped up somewhere around the 3 year mark. gpu bios is still factory default, so i'd chalk it up to age, assuming its not a loose wire or electrical gremlin somewhere. i suppose it could also be dust in the bearing too. im not adventurous enough to try and disassemble the fan shroud to check that theory though

Well the fans have arrived. He just changed them and have to say it works perfectly. It cost him about 15 euros so it was definitely cheaper than buying a new card.

going back to check your link for the replacement fans, that site wont let me view anything without logging in. do you have a part/item number/name i could search for elsewhere?
