So. I dont know when this started, but my friend noticed it today. The fans on his MSI GTX 660 TF wont start spinning unless he opens up afterburner and set's a profile to high 80's or 90% fan speed.

He tried cleaning out the dust from the fans but the problem still persists. When playing games the fans wont spin up unless the gpu reaches high temps, and then he set the afterburner to kick in. Still he would like the fans to spin even at lower percentages as it did when he bought the card..
Does anyone have a solution for his problem or has anyone experienced something similar in the past.?
