What temp does it stay at? If you can open laptop, check the heatsinks/pipes and exhaust slots, it might just be clogged with dust.

+1 to badfrog's comment. It may need cleaned. That said, the actual thread subject seems different from the title. Depending on your use case... but I'd be leaning towards the SSD, unless you find yourself running out of RAM.

I'd say ram. Having a SSD wouldn't make a difference besides load times

Those run hot. Blow some air threw it but be worned. Taking it apart may cause other problems including not working at all. HPs are fragile

nether of the upgrades you suggest will affect the cpu temps.. but fitting an ssd will make the machine feel snappier.. fitting more ram will only help if 4 gigs is not enough for whatever it is you do with the machine.. so as first choice i would say go for the ssd..
90C wont do any harm unless the fan noise is annoying..

Clean it for sure. No need to change the TIM (thermal interface material) unless the cured bond is broken. TIM will easily last 10, 15 years or longers AS LONG AS the cured bond is not broken. And if the cured bond was broken, your temps would be excessively high, even at idle loads. TIM does not go bad or need to be replaced just because it is X number of years old. Even if dried out the solids that remain behind are still occupying the microscopic pits and valleys, preventing insulating air from entering. If you "need" the few degrees of extra cooling new TIM "might" provide to prevent stability issues, you have bigger problems than just old TIM. Replacing TIM is a fairly easy task, but it is also a very easy way to zap a processor with ESD, or bend a pin, or scratch a contact pad.
You didn't say how much RAM you have installed now.
You also didn't say if you are running 32-bit or 64-bit Windows.
If you are running 64-bit Windows and you have 4GB or less of RAM, definitely upgrade your RAM. That will give you the most bang for your money since RAM affects everything you do while the SSD only affects disk access.
If you currently have 6GB of RAM, or 32-bit Windows, then go with the SSD.
BTW, SSD's improve improve performance of much more than just load times. It greatly improves "all" tasks that require disk "access". Programs, and in particular, the OS frequently access data on the drive. The faster the access, the sooner the OS can perform the task and then move resources to other tasks - like the other programs running. With low amounts of RAM, the OS is forced to use the Page File on the drive much more frequently. While a SSD is ideally suited for Page Files, RAM is still faster than SSDs. So definitely, if already low on RAM, increasing RAM offers the most bang for your money. But a SSD (over a HD) is a close second.

they are a game changer for laptops thats for sure.. as for ram.. if all the machine is used for is browsing watching the odd movie and email 4 gigs is plenty.. there wont be any "swap filing" because there wont be any need for it..

Could be a bad laptop design. My Dell Inspiron 5110, has it's chipset with no heatsink, but instead the metal base plate for the keyboard is acting like a heatsink ( it rests on the chipset when assembled). I can tell you it's hot under my left arm. Regardless of what you do on the laptop. Yes, I have SSD in it as well and 8GB of ram long time ago. But anyway, I'd always support decision for a SSD
