Is it problematic to see a cooling solution at 7 nm that is larger than my 390X at 28 nm ? All I hear is smaller scale equals better cooling, less power blah blah blah.

Most of the 390's could not maintain full clocks 24/7 with the coolers provided I would love to see that size and larger coolers on modern cards that do produce less heat, means lower fan speeds.
