Your motherboard is the ROG Strix X570-E Gaming, right? It supports the Ryzen 3 3200G with BIOS revision 0704 or later. According to Asus, there have been at least two prior firmware updates. If the motherboard uses an older version, it won't recognize the CPU. However, if that was the case, the fans should at least start spinning when powered on.
Have you oriented the power switch connector properely, i.e. ground wire to ground pin?
Have you tried manually shorting the motherboard pins to power on?
Are any of the diagnostic LEDs lit? Does the debug display show any code?
Have you tried removing the CMOS battery for a few minutes and clearing the BIOS settings with a jumper?
As others have already suggested, try building outside the case with only the CPU, stock cooler, and a single stick of RAM
