RTX 4080 would indeed be a wise choice, but once next-gen AMD and NVIDIA GPUs hit the market there's going to be a huge shortage cycle all over again due to scalper bots and Crypto-miners.

Current-gen GPU scalping/Crypto-mining was just round-two for them (round one was probably in 2017-2018).

I got a 3080 Ti Suprim and the cooler on that seems to be doing a great job. Even if it is not as thicc as the cooler on the 3090 Ti.
Best choice would be to wait a few months & get a 4080 with better performance for around half the price. ;)
Then a few months later there will be a Ti version. Then after that the 50-series. The worst choice is always waiting for the next big thing.

If you want actual hardware today, you buy what is there today. Don't sit on the fence like a fool.

This is just another meaningless award which is the same as the one that Gigabyte received for their "Creator" laptop. "Best Choice" on the basis of what? Great cooling alone cannot determine if a product is the best choice because clearly, consumers are paying a substantial premium for the beefy cooler.

You forgot that we're in a chip shortage & scalper epidemic. ;) It's rather foolish to pay the scalpers now than to wait a few months for better available next gen GPU's with better performance for non scalper prices. Of course, if you just got cash to burn, go for it.
