    it turned out that my issue was the PSU, not the board. the gigabyte B450 can run PCI E 4 as well if you use an older BIOS. i'm running and MSI E 4.0 SSD on it now. the PCI E slot is also capable of PCI E 4 on this board. having said that, i would give up PCI-E 4 to not have a fan in a heart beat.
