    IF using a 2020 version of Windows 10 Insider Preview, you can try forcing GPU-Z to use the Nvidia card. If this will cause clocks to go up, I am not fully sure as you say it does use the card. I think clocks being low is normal, as the window is tiny & likely does not need lots of GPU work...
