    What headset is it? I have personally had issues with no monitor display on some system restarts if my Samsung Odyssey headset is plugged in. I'm not 100% sure but I think the OS sometimes sees it as the default display instead of the monitor.

    OP do you have any accessories such as a WMR VR headset plugged into the PC? If you do try unplugging it and if not then I would also try one monitor at a time like Caring1 suggested.

    Instead of switching back and forth between ram kits I suggest installing the 3600 set and then run the ryzen dram calculator to get some timings to try. If you don't already have one I also suggest creating a bootable flash drive with Memtest.

    First I would shut it down, unplug the psu and remove the mobo battery, then hold down the power button for 15-30 seconds to drain any residual power and then leave it unplugged for 10 minutes.     Memory voltage should be somewhere in the BIOS. It should be 1.35v to 1.36v No I don't think so. Let your current test finish up then post the results. You may want to start a message in the corsair help forums or email corsair tech support. They should be able to help you with bios settings...

    Make sure you have the newest bios installed and also make sure your memory voltage is at recommended setting or slightly above. Are you running Memtest with both sticks installed? As far as I know any error in Memtest is not good.

    What drive is your OS installed on? Were there any issues during the OS installation? Is your psu new or also from your old system? If it is modular you could try swapping the pcie cables from the psu.

    Ok, first I suggest trying the 5600 in another slot on the mobo and run some games and benchmarks. If that doesn't work you could try removing one stick of ram and run games and benches again. Then do the same with the other stick of ram.
