I like over-engineered coolers, it bodes well for silence. The 5700xt Red Devil was quite good in that regard if I'm not mistaken...

If this cooler throws half of the 320w directly out the back of the card, it might not be worse than a "regular" cooler at all, since they seem to throw most of the heat inside the case leaving the exhaust fan to expel it, often via the CPU cooler.
I think my Toyota Rav4 is similar, you have to take out the engine to get access to the water pump, hence the water pump is usually changed each time you change the timing belt (which has to be changed regularly, every 100k km or every 5 years, whichever comes first).
