    Would you be required to use a blower GPU to avoid heat buildup? 'Completely passive' sounds nice, but personally I wouldn't mind a single low speed 140mm fan, especially if you plan on installing 3.5" HDDs with a HTPC in mind.

    You can probably undervolt it quite a bit, I have a sapphire rx running at 1.050V at normal clocks and some people are stable at even less. XFX cards are supposed to be running on lower voltage out of the factory.

    Isn't the latency of accessing RAM over PCI-Express a thousand times better than that of M.2? Don't professional cards implement a DMA master or something? I am really confused by this product.

    Possibly adding a slow fan on the radiatior would make it more efficient. I will take the sound of a fan over a pump any day.

    This should be supported by the legacy drivers (http://support.amd.com/en-us/download/desktop/legacy?product=legacy3&os=Windows%207%20-%2064) since it's 6320G (VLIW5). I'd try installing the driver manually (pick from a list -> have disk-> point to .inf file)

I don't know the quality of the electrical network here (it's an old building) but it could be definitely a factor too. In any case, I also used to be one...

    I have my doubts if 500W psu is enough for the R290. I have a Seasonic g450 which has 3A less on +12V rail and it would occasionally reset with GTX970 + stock i5 3350P due to a random spike pushing it over the edge. R290 pulls ~70W (or 6A) more in peak.

    Outside of scientific supercomputers what's the use of a server apu like that? A video transcoding/streaming blade I guess, what else? I'm worried the market for this is rather niche.
