I think that is normal with a laptop, since the GPU isn't controlling the fan the motherboard is.
What doesn't seem normal is the constant up and down. And what clock speeds and what is the max temperature? It is set to show the average, but what is the max?

The readings look like throttling to me. But the temperature isn't that Adaline, if you were gaming it's not bad at all, but I can't tell if that's it to minimum, average, or maximum temperature reading

The fan or air vents may be clogged with dust or pet hair. Boot it with your ear against the fan vent to verify that the fan is spinning, you should hear it. If possible, remove battery and bottom covers for visual inspection/cleaning. Blow out heat sink(s) with compressed air (or canned air). This is always the first thing I do when asked to repair a dead or dying laptop.
