Today my card started whining sound not sure why, but it was ok for months. Now i need to put almost all games on lowest settings to get rid of it or make it less annoying + it makes screen flickery if i put too high graphics.
Does it mean my 1y old card is starting to die? Or there is other fix to it?

Likely coil whine. But coil whine doesnt effect performance, it is effected by fps. Some manufacturers will allow you to return a GPU because of coil whine, some will not. it may behoove you to look into it.

Coil wine or Fan speed. Some have resolved coil wine by a psu change.

Most card companies do not cover coil wine as a warrantable replacement.

Give us system specs please.

I havent changed on system spec anything since day i bought pc and put everything together. Why would it suddenly be psu?
PSU> Super flow 650w HX series.
GPU>KFA2 gtx1070 EX OC 8GB.
CPU> 7700
MB> Gigabyte Z270 K3-gaming.
-------------
I use display input converted to DVI, or sometimes I use hdmi input to monitor. SO why does it give me screen tearing when its coiling? But monitor or weak games looks on when its not coiling.
----------
Plus I dont have any chance to check it with another PSu coz I dont got any and buying something that maybe isnt cause to the problem would be stupid. And GPU temps are more or less normal under 55C, coz I havent cleaned fans for awhile.

Welcome to the world of Electronics where they have a mind of their own when failing-dirty power can cause your problem.
Take to shop to verify your trouble.

"it makes screen flickery if i put too high graphics. "

Typically this would be a simple case of coil whine but this sentence leads me to believe otherwise.

Here are some scenarios you can try

1. Do a clean re-install of your graphics drivers

This includes wiping your current drivers with DDU and then re-installing the latest drivers. Test to see if the flickering still occurs. If it does continue to the next item on this list.

2. Check the windows event log for issues

Win key > Type "event viewer"> hit enter

Look for any events relating to your GPU.

4. Check your monitor cable

Make sure the cable is making a solid connection. If possible, try a different cable / port. ex HDMI, DVI-D. Do not use a cable converter as these are known to cause flickering / issues.

3. Reduce your GPU clocks

Use an overclocking program (like MSI afterburner) to limit your GPU's max clockrate to half. Once again, test in games for flickering. If you are still getting flickering, do the same to the memory clocks (having both the Core and memory clocks at half their stock values).

4. Try the GPU in a different motherboard slot and/or Computer

If you don't have access to another computer, there's not much you can do about that.

5. System Restore to before The issue was occurring.

As eidairaman1 said, it could be your power supply but since you do not have the means to test that, we have to ignore it for now. The best you can do to test your current power supply it to monitor voltages while running a benchmark (like Heaven). It's by far not the best method to test for a faulty PSU but you should easily be able to see voltage spikes / fluctuations. The maximum deviance for a power supply is +- 10%. So for example if you have your CPU set to 1.00v and you are seeing 1.21v, there is a problem.

That's really unusual and suggests that your issue is beyond just GPU coil whine. If anything running games at high fps by lowering the settings should make the coil whine even more noticeable.

I lowered everythin even tried to do 30fps cut in nvidia settings i still got whine, high low fps doesnt matter it still there only its less noisy when with capped fps.

Ok guys I just checked my 1070 on friends PC there was no Whining sound or display interference/flickering. So it was PSU after all :( need to buy new one probably now. Any decent PSU for one GPU +SSDx1+soundcard that I can trust and will be more or less coil whine free from your experience. For another year or so :)
