I'm seeing digital dropouts. Rather than buffering, it's playing whatever content it can without pausing or doing a full frame data throttle (lower quality).

I was seeing the exact same thing vie my TV through Comcast set top Cable/DVR box for a while on a lot of channels, it recently stopped.

Do you have any video content on your hard drive you can play to compare to streaming?

As mentioned & not ... try thr following:

Try multiple Internet browsers

Try multiple video streaming platforms i.e. Netflix ,YouTube, Hulu, Amazon video ,etc.

Disable or enable hardware acceleration in your browser settings.

Try both full screen and not fullscreen to verify that it happens in both

Also when you're using YouTube, right click on the player and enable "stats for nerds", that way you can see what your bit rate looks like,& to see if theres any dropped frames etc.

Hi guys

i cant found any where, where i can turn on or off hardware acceleration, i check youtube, and some web pages but i cant found same think in my pc

if i follow step by step i cant even found display, in control panel, anyway i enter in display settings from desktop, "mouse2" when i going in advanced settings i dont have troubleshooting tab-button.

Please refer to these steps to check if the graphics card supports hardware acceleration or not and to enable it:
a. On the desktop, press Windows key + X and select Control Panel.
b. In Large Icons View, click on Display and click on Change Display Settings, in the left pane.
c. Click on Advanced Settings.

In the Advanced Settings window, if Troubleshooting tab is present, then the graphics card supports hardware acceleration.
d. Click on the Troubleshooting tab and move the Hardware Acceleration slider to Full.
e. Click on OK and restart the computer to save the settings.
