12V rail voltage high, do i need to be worried ?

    First of all, never listen to softwares readings of voltage, go buy a $15 volt meter and test it the right way...

    Programs give my 12v anywhere from 8.6v to 13.5v, it sits on my volt meter right around 12.05.

    Yeah, its not a big deal.
    The DFI board I got reads the 5V rail as 5.8V when IR its 5.00-5.01V.

    +1. Software always has broad rangers. Voltmeters are usually dead on since you are in direct contact with the energy flow.
