13900K is a top cpu which would require a top cooler. High temps even then to be expected.

From any experience with my 13700K, the cpu doesn't give a F what the temps are. It will give you top performance all the way to 100c and will throttle accordingly. While in the past (14nm) would become unstable. This is no longer the case with Intel chips.

So if it throttles really hard, that should tell you the cooler is absolute trash.

If it throttles lightly, maybe some new fans, a little bit larger rad or even just case flow adjustment could be all you need.

The cpu will max perform at 99c sustained. At that point, it's just a number and go ahead do your gaming and work pretty much worry free.

My 2 pennies.
