If your 2nd NVMe slot comes off the chipset then you need to check if using of SATA ports or other chipset driven PCIe slots are shared and might disable the 2nd NVMe slot.
no m.2 slots are disabled, i don't use sata
OP is complaining that his 970 evo plus is running over 60C while before not mentioning that he was running a stresstest on it....
Not excatly, the temps without the extra fan was very often in the late 60's or 70-71c, not so much that it's in the 60's. 60's is fine, i just don't like 69-71c often when it does nothing, since spec for many m.2 ssds say 0-70 c (storage temps may go up to 85c)
A gpu can go pretty high and if you dont turn up the fans after a game or keep the fans going until a low temp, it wil be hot for long time
If my ssd has gotten hot while gaming, it will stay hot for a long time unless i turn my case fans up for a few seconds, the extra fan did help to stay under 70 c but still close, i think it peaks at 68c
