Jetart has built their own VGA cooler - a pretty full copper design with a blue LED. Can they compete with the other coolers in terms of performance as well?

The screws have to be that small to fit on GF6xxx-cards which have smaller mounting holes, a fact that many people overlooked when buying heatpipe-coolers - some manufacturers reacted and put an extra set of screws in their packages.
But in this case, where the screws have counterparts mounted on the underside of the cooler, more extra parts would´ve been needed. I guess it was an economical decision and as you´ve pointed out in your review, the screws still hold the cooler quite tight.

it uses like 1.5 :) but since it draw air from the bottom of the card it could be considered 2 slot if you want your card to stay cool.
