2nd GPU switching on/off: Another GPU switching fail or a problem with GPU-Z?

on a new Dell Precision 7530 with Windows 10 being idle. Main card is a Intel UHD 630 which shows continuous stats. The non-continuous behaviour can also be seen during games but with noticeable GPU load and higher peaks. So is this another Switchable Graphics fail or maybe a problem with GPU-Z?

Maybe there is only a problem when no apps are running.

...And what is supposed to be the problem? UHD 630 works all the time because it's responsible for display. The GPU itself only is active when it's necessary to render things such as games, otherwise there would be a problem with power efficiency.

Well the Radeon GPU maybe should not be switched on and off every few secs when nothing is running except Windows?

It's switching on and off because you have GPU-Z running, which wakes up the GPU to poll it for data.
Effectively, the program you're using to monitor your GPU use, is causing the GPU use. The 2nd GPU won't be switching on and off repeatedly without GPU-Z monitoring it.

You can use HWiNFO64 to monitor the GPU (whilst not using GPU-Z) and it'll show you the difference, since that program only reports GPU stats when the GPU is awake, and won't wake it repeatedly unless you change the default program settings.
