For 4-channel HEDT (I'm not sure if that's also the term to apply to AMD) is the emphasis on RAM tuning to get the latency as low as possible (since you already have incredible bandwidth)?

According to memtest86 my old 3820k at 4.2 Ghz. with 4-channel DDR3-2000 gets nearly twice the bandwidth of my 9700k at 5.1 Ghz. with 2-channel DDR4-3200.

Gains can be had both from tightening the timings as well as attempting to increase speed. Depending on the metric of the test, each has its merits.

Try both and see what delivers performance where you want it.

Just wanted to point out that raw bandwidth isn't very meaningful especially comparing between old/new platforms. That 3820 (no K or X on that chip) may have a ton more bandwidth on paper but your 9700k will obviously kill it in actual work done in everything.

Try to get both low latency and high frequency and compare the actual performance.

Yes your "OLD" 3820k is X79 based platform that is supporting quad-channel ram and DDR3 quad channel bandwidth could be better then some dual channel DDR4 bandwidth .....but sure It depends of yours ddr3 ram speed&timings and yours ddr4 ram speeds&timings but yes for sure it is possible quad channel is quad channel just look ddr4 quad channel bandwidth

Actually it doesn't matter at all. Memory bandwidth beyond what an app needs is well unused bandwidth. Go look at the reviews of Threadripper 3 vs Threadripper 3 Pro. There's hardly a difference between the two platforms because they are different platforms. TR3 is quad channel where TR3 Pro is octa channel, yet benchmarks put them right next to each other. All that bandwidth doesn't matter unless the app you use can actually make use of it.

For an individual's use case, posters above mentioned tightening timing or raising speed which is basically all one can do. In other words there's no point to even worrying about dual vs quad channel.
