5600X clocks fluctuation

Hi,

My CPU clocks briefly go down to stock and come back up during more or less a constant load, is this normal? (see the GIF below)

I got PBO enabled, 100W PPT, 75A TDC and 90A EDC, +175Mhz Fmax, Scalar 10X, CO values: -12, -8, -6*, -22, -12, -6*.

Well it doesn't happen to this guy:

I could understand the clock speeds dropping a little bit, but not all the way down to 3.8Ghz.

there is not a single moment in the video where it shows the per core clockspeed.
